This portrait of Isabella Clara Eugenia (daughter of King Philip II of Spain, himself married to Mary I of England) was painted the year after she gained sovereignty in the Spanish Netherlands along with her husband Albert VII, Archduke of Austria, under the house of Habsburg. She is shown here in what I assume to be mourning wear, as her father also died in 1598.
